Summary

TeleCAD-GIS INVEST

Application has been created by adjusting and upgrading software package TeleCAD-GIS for needs of Directorate for strategic planning and design and Directorate for investment of telecom operators toward better prediction of future user requests, optimization and monitoring of the planned budget, so the planned object of investment could satisfy them with less additional efforts.

INVEST is focused on alphanumeric processes and time comparitive analytical sections (budget planning, bidding documents, contractual obligations and specifications, measurement book ...) Technological base for its work in WAN environment considers implementation of Oracle RDBMS and Autodesk MapGuide server.

Basic INVEST features:

Easy use of application (no installation required - only Web browser).
System works over unique relational database (ORACLE RDBMS) .
Privileges and control - users are divided on privilege principle so user is able to see only what is allowed. User with the biggest level of access is able to easily monitor and control all of the organizational units.
Security - each user has user name and password for accessing the application with certain privileges and the application remembers the complete history of changes and access.
Any changes in the way of business management are simultaneously and easily implemented by changing system parameters.
Any change is entered only once, and on place of its origin.
Quick and easy budget of the level of the entire company.
Quick and easy access to all data.
Monitoring and reporting - there are all necessary reports for control, monitoring, documenting and analyzing work, collective synthetic reviews, various cards, as well as the forms provided by law to be printed from the application. Hierarchical reporting by organizational units or by cost center.
It is possible to record business changes in all currencies.
The application has built-in systems for detection of illogical mistakes - which immediately signal to the user or subsequently notifies administrators.

- Section for the recording of project and tender specifications
- Section for Contract monitoring
- Section for monitoring the construction of investment structures
- Section for warehouse operations related to construction of investment structures
- Section for the financial operations related to construction of investment structures

All parts of the system are completely integrated, and integration with financial part of the application which is used in the Company is executed.
